A majority of “non-citizens,” including those with legal green card rights, are tapping into welfare programs set up to help poor and ailing Americans, a Census Bureau finding that bolsters President Trump’s concern about immigrants costing the nation.

In a new analysis of the latest numbers, from 2014, 63 percent of non-citizens are using a welfare program, and it grows to 70 percent for those here 10 years or more, confirming another concern that once immigrants tap into welfare, they don’t get off it. 

The Center for Immigration Studies said in its report that the numbers give support for Trump’s plan to cut non-citizens off welfare from the “public charge” if they want a green card that allows them to legally work in the United States.

“The Trump administration has proposed new ‘public charge’ rules making it harder for prospective immigrants to qualify for lawful permanent residence -- green cards -- if they use or are likely to use U.S. welfare programs,” said CIS.

“Concern over immigrant welfare use is justified, as households headed by non-citizens use means-tested welfare at high rates. Non-citizens in the data include illegal immigrants, long-term temporary visitors like guest workers, and permanent residents who have not naturalized. While barriers to welfare use exist for these groups, it has not prevented them from making extensive use of the welfare system, often receiving benefits on behalf of U.S.-born children,” added the Washington-based immigration think tank.

The numbers are huge. The report said that there are 4,684,784 million non-citizen households receiving welfare.

And nearly all, 4,370,385, have at least one worker in the house..

In their report, Steven A. Camarota, the director of research, and Karen Zeigler, a demographer at the Center, said that in census data, about half of those are in the United States illegally.

Their key findings in the analysis: 

  • In 2014, 63 percent of households headed by a non-citizen reported that they used at least one welfare program, compared to 35 percent of native-headed households.
  • Welfare use drops to 58 percent for non-citizen households and 30 percent for native households if cash payments from the Earned Income Tax Credit are not counted as welfare. EITC recipients pay no federal income tax. Like other welfare, the EITC is a means-tested, anti-poverty program, but unlike other programs one has to work to receive it.


  • Compared to native households, non-citizen households have much higher use of food programs (45 percent vs. 21 percent for natives) and Medicaid (50 percent vs. 23 percent for natives).
  • Including the EITC, 31 percent of non-citizen-headed households receive cash welfare, compared to 19 percent of native households. If the EITC is not included, then cash receipt by non-citizen households is slightly lower than natives (6 percent vs. 8 percent).
  • While most new legal immigrants (green card holders) are barred from most welfare programs, as are illegal immigrants and temporary visitors, these provisions have only a modest impact on non-citizen household use rates because: 1) most legal immigrants have been in the country long enough to qualify; 2) the bar does not apply to all programs, nor does it always apply to non-citizen children; 3) some states provide welfare to new immigrants on their own; and, most importantly, 4) non-citizens (including illegal immigrants) can receive benefits on behalf of their U.S.-born children who are awarded U.S. citizenship and full welfare eligibility at birth.

    God created three institutions for civilization structure: the family, the church community and the government. Each is assigned with specific responsibilities. "Welfare" was not assigned to the government. Each individual is supposed to be self-reliant, contributing using their God-given aptitudes/skillsets. When they are incompetent or disabled, it is the obligation of their family to assist that legitimately incapacitated individual during their time of trouble. When that has been exhausted, then the church body is supposed to step in and lend assistance--again to legitimate "needs"...not "wants." (This is one of the reasons that churches remain tax-free.) However, the church was bribed by the government to be free of this responsibility to spend money to assist the needy. They were bribed with the 501(c)3 "carrot" dangled in front and they grabbed it quickly. In exchange, they surrendered their voice in the public forum to speak on issues of conscience--including political and controversial matters.

    Now, we all know that no government is self-funding. The people of any nation subsidize the expenses of the government. So when the government accepted the responsibility to care for the needy, effectively they delegated this responsibility to YOU! So now, "Welfare" is essentially you sharing your goods with strangers without you having any say in steering your energies and resources in any particular direction, nor to what end. Most people with a lick of common sense see that as Socialistic. So, the American Church is HUGELY responsible with throwing the chains of Socialism onto the citizens. And now, these 'churches' are mega-sized business conglomerates with some having budgets exceeding their own city's budgets. And the People of America are continually seeing more and more of their personal wealth and assets transferred without their consent and without their input.

    So, if you are still giving money to the 501(c)3 churches, you are paying into this dysfunctional system that is faulty and an utter failure because this is not how God designed civilization to function. But those televangelists sure are living 'high on the hog', so I'm sure that they would thank you for your 'sacrifice'.

    Send the bill to ALL of these companies hiring cheap labor (illegal day workers.) These companies that are only looking at their company's bottom line seem to have no understanding--or are altogether indifferent--to the enormous destruction to the entire system. They are only interested in a quick, short-term profit over safety and security of the Republic. Personally, I would much rather hire only people that have a vested interest in our Republic...even if it cost more...the real payoff is a strong and vibrant nation and economy. Hiring illegals results in them sending their paycheck income back to their native countries (to their families) while tapping the US welfare to subsidize their cost-of-living expenses. Employers: You can't have your cake and eat it, too!

      Absolutely correct!! However, what nearly all don't know is the legitimate system that was established whereby not one cent of monies has to be given to the gov ...yes no taxes paid at all. It is simple, but expressly kept from public knowledge. B Gates, W Buffet, O Winfrey, Rockefeller, L Ellison, Clintons, Zuckerberg (recently), most of congress, etc. do it (two yrs back I set it up for myself). I am not wealthy. The concept is: own nothing control everything. Like them, I fully self fund and have no need for a bank. They serve me. In simple terms it goes like this-- LLC profits push to Trust (very specific trust not governed by statutory laws), Trust profits push to (smartly to series of trusts, but not necessary) Foundation (smartly to series of foundations but not necessary). Foundation can donate or lend to LLC and the cycle repeats. --all follow IRS laws to the letter and no monies go to gov.

      Gee, horror of horrors; making, by your own efforts and then spending whatever you need to spend on your own kids; raising them without governmental assistance (except perhaps public schools, which we are forced to pay for anyway thru property taxes, etc.) to be law-abiding, responsible, productive members of society and training them to do the same for their own kids-the essence of and the heart behind the American dream and way....But you'd rather forego all that and let an illegal in to replace them or compete with them in the workforce??? GTFO of here! You must not have any kids!

        The globalists do not control drones, they're not the performers. They do not throw bombs at the people of Iraq, in Afghanistan in Syria or know God where. But all this shit still happens in our name! The globalists are nicely hidden in the background. With noble suits and such.
        Is not some of us jealous of their wealth, the expensive cars, the great houses etc.?

        They are ordinary people who commit the crimes. These ordinary people execute the orders without thinking. They are people like you and me - that's us. The above give "only" instructions.

          Correct, they're not the performers they are the puppeteers, controlling those who are impressed with that concept of wealth or have been tricked by some other deception. Sad that people get bombed or shot by drug traffickers, car jackers, robbers and rapist, a lot of people are using the wrong yardstick for measuring wealth.
