Note the purchase order specifies KI "substance", not KI pills.

At least at this source (https://www.pharmacompass.com/price/potassium-iodide), bulk KI "substance" (not pills) is roughly $20/kg or $20 for 15,384 (65 mg) doses.

If the dollar amount is $85000 (taken without verification from a comment below), that would translate to 4,250 kg or about 65 million doses. They probably will not get it by Sept. 30, but ... who knows.

PS It looks like this price might be from 2016, but it provides a starting point for estimating the number of doses.

Post PS: It looks to me like the acquisition request might be for bids, the bids being due by Sept. 30. It seems odd, though, they are specifying the amount in Rubles, not kilograms.
