As I have written several time before, the US doctrine regarding the use of thermonuclear devices has ben secretly reformulated three time under "W" Bush in 2002. LA times , a liberal rag had leaked out some of that info contemporaneously. Nothing about it in the MSM or alternative media since. Basically what is known about it is that the decision to use nuclear devices now rests on the shoulders of American field commanders. Russians know this (and a lot more, I am sure) and have officially modified their procedures accordingly and notified us about it. Basically in any attack on Russia will evoke a nuclear response from them.
