Central USA Suffering Strange Electric Grid Fluctuations - some outages but , NO STORMS

The electric power grid in the central USA is reportedly suffering strange power fluctuations as of 5:22 PM eastern US time Monday. 

Numerous reports are coming in of "flickering" lights in homes and businesses, but there are NO STORMS that might account for this.

The national Outages Map, shown above, shows the extent of the scattered outages, encompassing a noticeable area of the US Mid-West.

Moreover, as of this hour, new reports are coming in from folks in southern West Virginia, and western Virginia as well.  Same issue: Flickering lights.

No explanation from anyone so far.
