Odd: Russian Minister for "Emergency Situations" arrives in . . . . Cuba

A Russian government jet has landed in Cuba carrying the Russian Minister for Emergency Situations.

This strikes many people who observe such movements as "odd."

While Cuba is having troubles with its electric grid, there is no ongoing "emergency."  

So why is the absolute TOP Russian government official for "emergency situations" arriving in Cuba?

Is there some emergency that Russia "knows" is . . . . coming. . . .  that they need to prepare for?

War, perhaps?

Wounded Russian sailors from ships and submarines off the US East and Gulf coasts, perhaps?

Hmmmmmmmm.
