A Russian Air Force Airborne Command Post is currently circling Northeast of Moscow.
The aircraft, with ID RA64529 is a Tu-214PU, reg. RA-64529, ICAO 14FC11.
It's function is similar to the USAF E-4B National Emergency Airborne Command Post (NEACP).
Before there was a Phoenix Raven program there were the NEACP SPs.
Beginning in 1979, the air force took delivery on a total of 4 E-4 designated aircraft and E-6B TAKE CHARGE AND MOVE OUT (TACAMO) command planes.

STATE-RUN TELEVISION SHOWS E.U. CAPITAL CITIES NUKED
Russian state-run television news broadcasts were filled yesterday with warnings that Ukraine using western-supplied, long-range missiles into Russia would result in European Capital Cities being nuked.
Warsaw, Poland, Berlin, Germany, Paris, France, London, England and, of course, Washington, DC here in the United States were either shown on the visuals, or mentioned.
The Russians point out that it would only take THREE (3) missiles (with multiple warheads on each) to bring British civilization to an end! Here, look:
All of this trouble, because then-U.S. President Bill Clinton, signed-off on expanding NATO, despite a promise on February 9, 1990 by President George HW Bush (the father) to Mikhail Gorbachev, that "NATO will not move one inch eastward."
Once Clinton signed-off on expanding NATO, the collective West moved closer and closer to Russia's border. Arming each new NATO member country with missiles aimed at Russia.
