UH OH -- JUST GOT TEXT MSG: "PLANNED POWER OUTAGE - OCT 3"

I just received a text message from the electric company at the Pennsylvania house, telling me of a "Planned power outage at . . . (my address) . . .  tomorrow, October 3, from 9:30 AM. Except, it wasn't "planned."

What the heck is this?  What "planned" power outage?   This is the first I'm hearing about it.

Lord knows I get emails, texts and even telephone reminders of just about EVERYTHING the Rural Power company plans to do . . . even when they planned to cut-back trees from the power lines.   Now, the first word I get about a "planned" power outage for tomorrow comes . . .  today?

With Russia planning an eleven time zone Civilian Nuclear Attack Drill all day tomorrow, and the US planning its first-ever nationwide test of the Emergency Broadcast System on the Fourth, (along with Canada and India) things are starting to feel really weird right now.
